Central Equipment Identity Registry is a digital interface to help more than 50 million mobile phone users keep track of their devices if they are lost or stolen. The CEIR portal uses the phone’s unique IMEI number to blacklist itself and stop directed services. Once blacklisted, every network service provider will stop incoming/outgoing calls and other services. Services will be resumed when the applicant requests to unblock the respective IMEI number through the CEIR portal.

CEIR Portal Objectives

The main drive for launching the CEIR portal was to reduce counterfeiting practices in the mobile market. The portal will enable easy tracking of stolen/lost cell phones. It will block the IMEI number of such mobile phones and, accordingly, the service network operators will blacklist this particular device. Such operations will protect the interests of the consumer and reduce the chances of misuse of the inserted SIM cards and mobile phones.

What is CEIR Porta?

With the aim of curbing the counterfeit cell phone market, discouraging cell phone theft, protecting consumer interests, and facilitating law enforcement authorities for legal interception, DoT intends to implement a Central Equipment Identity Register (CEIR) that connects to the IMEI database of all mobile phone operators. CEIR acts as a central system for all network operators to share blacklisted mobile devices so that blacklisted devices in one network will not work on other networks even if the device’s SIM card is changed.

What is IMEI?

IMEI is an acronym for International Mobile Equipment Identity. IMEI is a unique 15-digit security code assigned to each GSM-based device. GSM networks use this unique code to identify known devices. In case of theft or loss of the mobile phone, the user can contact the concerned authorities to block his/her IMEI number to stop using it again. As a result, even with a new SIM, the mobile will not work until it is unblocked by the same authorities.

How do you know your phone’s IMEI number?

The mobile device’s IMEI number is affixed to the packaging box. Also, it is mentioned in the mobile phone purchase invoice. If the owner somehow lost it, you can still find out by following the procedure below.

  • Open the dialing keyboard on your mobile phone.
  • Type “*#06#”
  • Your device’s IMEI number will appear on the screen.
  • Secure it for future reference.

Note:- IMEI number is also useful while buying used phones to check if the previous owner has been deactivated or blacklisted. To find out, type KYM <15-digit IMEI number> to 14422.

  • In the menu bar, click on the “Applications” tab.
  • Select “Check IMEI” from the menu.

  • Enter the one-time password into the space provided.
  • If this is true, the verification process will succeed.

About the Know Your Mobile (KYM) Portal

The Central Equipment Identity Registry (CEIR) offers a Know Your Mobile (KYM) service. Through this service, mobile devices can be checked even before purchase. Just use the IMEI written on the mobile phone package/bill/invoice box. You can even check your mobile phone’s IMEI number by dialing *#06#. If the phone case is blacklisted, duplicated, or already in use, don’t buy it. KYM can be used in the following three ways:

Through SMS

You have to type KYM <15 digits IMEI number> from your mobile and send it to 14422. The status of the phone will be on your screen.

Through the KYM app

You can check the status of your mobile phone by entering the IMEI number in the KYM app.

Required Documents

Before applying to block a lost/stolen phone, users should file a complaint about it at the respective police station. Besides, all other documents required for the process are listed below.

  • Proof of identity, such as an Aadhaar card, voter ID, driver’s license, etc.

  • First of all, you have to go to the official website of the Central Equipment Identity Registry.

  • On the main page, you have to click on the login link which is on the left side of the site.

How to Block a Lost Mobile Phone?

If someone loses their mobile phone or it is stolen, the user must apply to block the mobile phone through the CEIR portal digitally. The procedure for the same is summarized below.

  • After filling in all the details, check the checkbox for self-certification, if you agree. Click the Submit button.
  • An Application ID will be generated for your application, and keep it secure.
  • The authorities will block the respective mobile device after verification.

Unlock the recovered/found mobile phone

After finding/recovering the lost/stolen, users have to unblock the device to reuse it. The same can be done through the CEIR online portal. To perform the unblocking process, follow the procedure given below.

  • Open the official website of the CEIR portal.
  • Click on CEIR Services – Un-Block Found Mobile.
  • The next page will appear on your screen.
