CLSS Awas (CLAP) Portal Details
A web-based monitoring system, CLSS Awas Portal (CLAP) is a common platform where all stakeholders, such as the MoHUA, central nodal agencies, primary lending institutions, beneficiaries, and citizens are integrated into a real-time environment. The portal facilitates the processing of requests as well as tracking the status of support by beneficiaries. The CLSS tracker is also integrated into the PMAY (U) mobile app and the UMANG platform.
The clap portal is developed by the competent authorities of Pradhanmantri Awas Yojana to do various activities like support accounts, order status tracking, and all other procedures. The procedures will be taken by beneficiaries who have applied for credit-related support to Pradhanmantri Awas Yojna on their home loans. The clap portal is a specialized portal developed by the authorities for the convenience of the general public.

Mission of the CLSS Vertical
Credit-related support is a central sector scheme under Pradhan Mantri Awas Yojana (urban) where interest support on a home loan is provided through CNAs and PLIs to EWS / LIG / MIG beneficiaries to buy, build or enhance a home.

CLSS for EWS / LIG and MIG sectors
CLSS Scheme details:

The interest subsidy is added upfront to the loan accounts of the beneficiaries through the primary lending institutions resulting in a lower Effective Home Loan and Equivalent Monthly Installments (EMI). The net present value (NPV) of interest support is calculated at a discount rate of 9%.
Credit Linked Subsidy Scheme for EWS/LIG
Beneficiaries of the EWS and Low Income Group (LIG) who seek housing loans from banks, housing finance companies, and other institutions, are eligible for an interest subsidy of 6.5% for a period of 20 years or during the term of the loan, whichever is lower/shorter.
The credit-related support is only available for loan amounts up to Rs.6 lakh and additional loans exceeding Rs.6 lakh, if any, will be at an unsubsidized rate. Credit-related support is available for housing loans available for new construction and the addition of rooms, kitchens, toilets, etc. to existing dwellings as additional housing. Houses being built under this mission header must be 30 square meters and 60 square meters for EWS and LIG respectively to take advantage of this credit-related support. The beneficiary can, at his / her discretion, build a house of more space but the interest benefit will be limited to the first Rs.6 lakh only.

Credit Linked Subsidy Scheme for MIG
The CLSS for MIG covers the two-income sectors of the MIG. From 6,00,001 to 12,00,000 rupees (MIG-I) and 12,00,001 to 18,00,000 (MIG-II) rupees per year. In MIG-I, an interest subsidy of 4% was introduced for loan amounts up to Rs.9 lakh while in MIG-II, an interest subsidy of 3% was introduced for loan amounts up to Rs.9 lakh. Interest Support is calculated at 9% NPV over the maximum loan term of 20 years or the actual term, whichever is the lower. Housing loans in excess of Rs.9 lakh and Rs.12 lakh will be at unsubsidized rates.
CLSS for MIG will support the acquisition/construction of a home (including buyback) of 160 sq.m. for MIG-I and 200 sq.m. of MIG-II carpet according to income accrual.

Central Nodal Agencies and their Roles
The MoHUA and Urban have identified the Housing and Urban Development Corporation (HUDCO), the National Housing Bank (NHB), and the State Bank of India (SBI) as Central Contract Agencies (CNAs) to direct loan amount support to Primary Lending Institutions (PLIs) and monitor vertical progress CLSS. The Home Office may notify other institutions such as CNA in the future.

- Credit-related support is a central sector scheme under Pradhan Mantri Awas Yojana (urban) where interest support on a home loan is provided through CNAs and PLIs to EWS / LIG / MIG beneficiaries to buy, build or enhance a house/home.
- Earlier, there was no provision/clause on PLIs and beneficiaries to track the status of an interest support application. Aadhaar was validated and the duplication was removed only after releasing of support. Due to the batch processing of requests, the support was delayed leading to more public complaints.
- To address these issues, the Ministry of Housing and Urban Affairs, Government of India, in consultation with all stakeholders, has developed a CLSS Awas Portal (CLAP) Real-Time Web Monitoring System. CLAP is a cross-platform where all stakeholders such as MoHUA, CNAs, PLIs, beneficiaries, and citizens are integrated.
- CLAP has a tracking system for beneficiaries to track the status of their applications through a unique identifier from the application submission to the subsidy issuance. Beneficiaries will also be able to receive the order status through SMS alerts at various stages.
- Through the CLAP, Aadhaar will be verified and duplication of beneficiaries eliminated at the time of application in PLI.
- CLAP will enable individual request processing, verification at the initial stage, timely release of support, transparency, and reduction of grievances.

Objective of CLAP Awas Portal
The following are the objectives of the design, development, and implementation of CLAP: –
- To do Aadhaar validation and cancel copies of application forms before uploading the subsidy claim.
- It creates a unique Application ID for each record.
- Beneficiary tracking system to track application status like CLSS tracker.
- Beneficiaries will get SMS alerts to the borrower and co-borrower regarding the status of their application or order.
- It was developed for the single or individual processing of records to avoid delays and delays in payments.

Calculating Subsidy at Clap Portal
To calculate your subsidy, you have to follow the simple steps given below: –
- Firstly, visit the official website of Clap Portal – pmayuclap.gov.in.
- Once you click on the link, you will arrive at the webpage where you can calculate your subsidy.
- Next, a page will open on your screen.

- On the webpage, specify the numbers you want – annual household income, loan amount, and the term (months).
- Once you have selected all the details, the amount of support will be displayed on the webpage.
What is a CLSS Tracker?
The CLSS Tracker is designed, developed, and implemented for CLSS patrons to track their requests. There are 5 stages that have been incorporated into the CLSS tracker, i.e.
- Application ID generated
- Due diligence by PLI
- Claim uploaded on Central Nodal Agency Portal
- Subsidy claim approved
- Subsidy released to PLI
The CLSS Tracker will also display details of all payments (in the case of multiple payments) such as disbursement date and support amount. If the central nodal agency raises any inquiry to PLI for clarification, the CLSS Tracker will offer the same information to the recipients.
How to Track Application or Order Status on pmayuclap.gov.in
To track the status of the application, you have to follow the simple steps given below: –
- Firstly, visit the official website of Clap Portal – pmayuclap.gov.in.
- Next, a page will open on your screen.

- Once you click on the link, you will land on the official homepage of the clap portal.

- On the homepage, you have to scroll down and down on the clss tracker option.
- Enter your application number in the space provided below.
- An OTP will be sent to your registered mobile phone number.
- Enter the one-time password (OTP) and click on Get Status.
- The status will be displayed on your screen.

- To request a grievance, you have to go to the official website.
- Click on the “grievance” option – https://pgportal.gov.in/.

- Go to the grievance option and select “lodge public grievance“.
- If you are not registered, click on the “Click here to register” option.

- Fill out the registration form and register yourself first.
- Log in using the portal using the login ID and password.

- Again, go to the grievance option and select “Submit a public complaint“.
- Now fill out the form and click on the Save option.

- Select the “View Status” option.
