Under the Bihar Skilled Youth Programme, training will be provided to citizens of all sections of the state because there are many educated people in the state but they do not have any kind of jobs available and they have to face many problems. Under this scheme, they will be given employment by offering training according to their qualifications.

Benefits and Features of the Bihar Kushal Yuva Program

The advantages and characteristics of the Skilled Youth Program are as follows:

  • The course curriculum for the Kushal Yuva program will have three components: life skills, communication skills (English and Hindi), and basic computer literacy. The duration of the course covering all three components will be 240 hours (40 hours of life skills, 80 hours of communication skills, and the basic computer literacy component will be covered in approximately 120 hours).
  • An e-learning mode must be used to deliver training.
  • An assessment (post-self-learning and mock tests) of trainers (Oncet) will be conducted followed by certification to obtain quality trainers and maintain standardization across centers. It will be the primary responsibility of the SDC to ensure that every trainer deployed by them takes the OnCET exam. Only certified trainers who pass the assessment will be eligible to transfer training.
  • It is preferable to have an instructor who has passed the KYP course and has a teaching qualification of at least 12 passes unless they have a higher degree/diploma in Computer Science.

Important Instructions to the Advanced Organization (AO)

  • The applicant organization (AO) must read all instructions and process details before the application process.
  • BSDM reserves the right to grant and/or refuse authorization to any applicant(s), without assigning any reason(s) whatsoever to any person.
  • Authorization, as an Enterprise Development Center (KYP) must be granted on the condition that all stipulated procedural formalities, are completed and all required documents are submitted.
  • At the time of application, AO is required to deposit INR 500 per position as a processing fee, INR 3,000 per position as a center registration fee, and INR 1,000 as a course enrollment fee for the Kushal Yuva program.
  • BSDM shall not be liable for refund of processing fees, annual center registration fees, and course affiliation fees even if the application for registration is refused or the applicant withdraws the application, at any stage after payment.
  • BSDM will not be responsible for refunding the annual registration fee and course affiliation fee once the center has been delegated as an SDC and the center code is generated if the applicant wants to withdraw the application later or is disenabled by BSDM by following the due process of law.
  • Using this process, only Applicant Organizations (AO) can apply to enroll in a KYP course. Please note that if an AO wants to take courses unrelated to KYP, he has to apply again for affiliation with those non-KYP courses through a separate process.
  • If the SDC is involved in any malpractice about KYP or indulging in franchising/outsourcing/sub-leasing of its registered position in any way, then the authorization/assignment will be revoked/terminated immediately or after completion of the ongoing payment.
  • If any Applicant Organization (AO) attempts to contact BSDM officials by email, letter, telephone, etc. to influence the registration process, the Applicant Organization (AO) application will be rejected without giving any reason.
  • If an applicant organization (AO) does not complete the process within the timeline, BSDM will not consider its application for further process.

Registration Fee Structure

The applicant organization (AO) is required to submit the following fees through online mode to BSDM while applying for center registration:

  • At the time of initial application, AO has to pay a center registration fee of INR 3,000 percenter, INR 1,000 as KYP course enrollment fee, and a non-refundable processing fee of INR 500 only.
  • The center registration will be renewed every year (the first renewal is due on 1st April 2019) by paying INR 1,500 percenter only.
  • The initial registration of the centers must be valid from the date of creation of the center code until March 31, 2019. After that, the registration will only be until the end of the financial year in which the center was registered.
  • Enrollment in the course will be renewed after taking INR 1,000 each year subject to the first renewal date of 1st April 2019.
  • BSDM shall not be liable for refund of processing fees, annual center registration fees, and course affiliation fees even if the application for registration is refused or the applicant withdraws the application, at any stage after payment.
