The National Social Assistance Program (NSAP) is a welfare program administered by the Ministry of Rural Development. This program is being implemented in rural as well as urban areas. The NSAP represents an important step towards realizing the Directive Principles of State Policy enshrined in the Constitution of India which require the State to take several social welfare measures within its capabilities. These aim to secure adequate livelihood for citizens, raise the standard of living, improve public health, provide free and compulsory education to children, etc.
The National Social Assistance Program (NSAP) then consists of the National Old Age Pension Scheme (NOAPS), the National Family Benefit Scheme (NFBS), and the National Maternity Benefit Scheme (NMBS). These programs were intended to provide social assistance benefits to the elderly, and households in the event of the death of the primary breadwinner and maternity. These programs aim to ensure minimum national standards in addition to the benefits that countries were providing at the time or will provide in the future.

Features of the Schemes

Selection
Gram Panchayats/Municipalities are expected to play an active role in identifying beneficiaries under the three schemes.
Exchange
Apart from the disbursement of benefits through beneficiary accounts in banks or in post office savings banks or through money orders, assistance under NOAPS can also be disbursed at public meetings such as Gram Sabha meetings in rural areas and by ward/mohalla committees in urban areas.
Monitoring
The states/union territories have the flexibility to implement the schemes through any state government. to divide. However, they are required to appoint a nodal secretary at the state level to report on the progress of implementation by coordinating with the various departments concerned with the implementation of the schemes.
Progress in the implementation of the schemes will be reported through quarterly reports in a designated monitoring format by the 15th of the month of the following quarter. Failure to report material and financial progress reports is interpreted as a lack of progress and may therefore result in no additional central assistance being issued for the last quarter of the fiscal year. Because the ACA’s allotments for schemes expire at the end of the fiscal year, annuities cannot be issued during the following fiscal year, even if the state government. The NSAP is included in the schemes to be reviewed by the Vigilance and Monitoring Committee (V&MC) constituted at the district level, along with other rural development schemes. MPs are represented in the V&MC of the district.
Program Guidelines
The Ministry of Rural Development issued the guidelines to all states and union territories when NSAP was a centrally sponsored programme. State governments may now issue their guidelines for more effective implementation of the schemes. State governments have been given the necessary flexibility in selecting and implementing schemes. The State Governments are expected to streamline disbursement processes so that payments are made timely, they will also have a mechanism for a more transparent sanction system especially in case of death of beneficiaries under NOAPS, adopt a system of annual verification, and will also actively engage Gram Panchayats.
State-run Schemes
Several states supplement the aging system with their budgets. Most states provide more than the amount available under NOAPS while some states cover additional beneficiaries and others lower the eligibility age. At present, work is underway to pool all pension systems administered by each state, including pension plans under the NSAP schemes.

Thus, NSAP currently consists of the following five schemes:-
- Indira Gandhi National Old Age Pension Scheme (IGNOAPS): Under this scheme, people aged 60 years or above are entitled to a monthly pension of Rs. 200/- up to the age of 79 years and 500/- thereafter.
- Indira Gandhi National Widow Pension Scheme (IGNWPS): BPL widows aged 40-59 years are entitled to a monthly pension of Rs. 200/-.
- Indira Gandhi National Disability Pension Scheme (IGNDPS): People between the ages of 18 and 59 years with severe and multiple disabilities are entitled to a monthly pension of Rs. 200/-.
- National Family Benefit Scheme (NFBS): Under this scheme, a BPL family is entitled to a lump sum of money on the death of the primary breadwinner between the ages of 18 and 64 years. The assistance amount is Rs. 10,000/-.
- Annapurna: Under this scheme, 10 kg of foodgrains per month are being provided free of charge to senior citizens who, despite being eligible, remain not covered under NOAPS.
