5 साल (2020-21 से 2024-25) की अवधि में लागू किए जाने वाले 6,000 करोड़ रुपये के कुल परिव्यय में से 50 प्रतिशत विश्व बैंक ऋण के रूप में होगा और केंद्र सरकार द्वारा चुकाया जाएगा। शेष 50 प्रतिशत का भुगतान नियमित बजटीय सहायता के साथ केंद्रीय सहायता के माध्यम से किया जाएगा। विश्व बैंक ऋण और केंद्रीय सहायता का संपूर्ण घटक राज्यों को अनुदान के रूप में दिया जाएगा।
