Right to Education Act

The Indian Parliament passed the Right of Children to Free and Compulsory Education Act in 2009 to provide free and compulsory primary education to all children between the ages of six and fourteen years in the country.

The law aims to provide equality of educational opportunities, by Article 21A of the Constitution, by creating a comprehensive and integrated educational system by requiring unaided private schools to reserve at least 25% of seats, in their enrollment classes, for incoming children. From socially and economically disadvantaged backgrounds, under Article 12(1)(c).

The Department of Schools and Mass Education, Government of Odisha, has launched the RTE-PARADARSHI online portal to manage the implementation of the provision with greater transparency and accountability.

Appropriate date of birth for admission in entry classes as made available by schools should be as follows:

• For Class1 – Between 31st March 2017 to 31st March 2019 – (Age 5-7)
• For LKG – Between 1st April 2019 to 31st March 2020 – (Age 4-5)
• For Nursery – Between 1st April 2020 to 31st March 2021 – (Age 3-4)

After the initial round of admission, the school must report the current status of empty seats on the RTE-PARADARSHI website.
