Rural Housing – Panchayati Raj & Drinking Water Department
The Biju Pucca Ghar Yojana project was launched by the Chief Minister of Odisha so that they can provide homes to all the beneficiaries living in Kutcha houses across the state. Through the implementation of this scheme, pucca houses will be provided to all people still living in kutcha houses. Many benefits will be provided to all the beneficiaries under the Biju Pakka Ghar Yojana including one of the major benefits which is housing facilities which will be provided almost free of cost.
Applicants must fill out the application form on the official website to avail the benefits of the Odisha Rural Housing Scheme. This scheme will reduce the number of homeless people in Odisha. The main objective of launching the Odisha Rural Housing Scheme is to ensure that every citizen of Odisha has a permanent home.

Benefits and Features of Biju Pucca Ghar Yojana
- It is preferable to certify a housing unit within the system in the name of the head of the family.
- No contractor may engage in the construction of houses under the Biju Pucca Ghar Yojana.
- It is designed to provide new permanent homes to deserving and truly poor rural families living in kutcha houses.
- Beneficiaries will be selected based on the number of kutcha houses in the SECC 2011 survey, which is updated from time to time.
- The Odisha government will implement the Biju Pakka Ghar scheme.
- The minimum carpet area under Biju Pakka Ghar Yojana is 25 square meters.
- The funds will be transferred directly to the beneficiary’s account through NEFT/RTGS/Electronic Funds Management System.

For this purpose, CM Naveen Patnaik led the Panchayati Raj and Drinking Water Department of the Odisha government. It implements the following plans:-

Pradhan Mantri Awaas Yojana(Grameen) (PMAY-G)
Indira Awas Yojana (IAY), a flagship scheme of the Ministry of Rural Development, Govt. of India has been revamped into Pradhan Mantri Awas Yojana (Grameen). Poor homeless families and those living in less than two kutcha rooms according to the SECC-2011 survey are eligible for housing assistance to build a minimum area of 25 square metres from home. The housing assistance is Rs. 1.30 lakh in IAP areas and Rs. 1.20 lakh in non-IAP areas. Moreover, by convergence with MGNREGS, the beneficiary benefits from 90/95 days work component (IAP-95, non-IAP- 90) and Rs. 12,000/- for the construction of a toilet outside Swatch Bharat Mission (SBM) / MGNREGS.
Biju Pucca Ghar Yojana (BPGY)
Biju Pucca Ghar Yojana is the flagship program of the state. The system was launched during the 2014-15 fiscal year to replace the old system. “MO-KUDIA YOJANA” to achieve the goal of converting all Kucha houses into pucca houses.
The BPGY has two components:
- BPGY (Normal)
- BPGY (Special)
Biju Pucca Ghar Yojana(Normal)
Expenditures like payment of incentives to beneficiaries of both PMAY (G) and BPGY for early completion of the house, excellence award, preparation of IEC materials, training of officials, cost of the engraved logo, etc. are met from this component.
Biju Pucca Ghar Yojana(Special)
Under this component, houses are given to the following categories of beneficiaries
- Rural households are affected by natural/man-made disasters such as fires, floods, cyclones, earthquakes, elephant menace, communal violence, major law and order problems, etc.
- Victim of river and sea/floods, re-location due to government implementation. projects etc
- Scheduled Tribe Beneficiaries and Other Traditional Forest Dwellers (Recognition of Forest Rights) Act, 2006.
- People with occupational diseases such as silicosis, asbestos, and excessive use of pesticides.
- Extremely poor, vulnerable, and deserving families who need a Buka House but cannot be selected under other housing schemes.
Pucca Ghar Yojana(Mining) (PGY-M)
All Kutcha families residing in 691 villages were affected by mining in 08 districts. Angul, Dhenkanal, Jajpur, Jharsuguda, Keonjhar, Koraput, Mayurbhanj, and Sundargarh are provided for pucca houses under the Biju Pucca Ghar (Mining) Scheme on saturation mode.
The scheme is funded by the Odisha Mineral Bearing Areas Development Corporation (OMBADC) and implemented by the Panchayati Raj and Drinking Water Department.
Nirman Shramik Pucca Ghar Yojana (NSPGY)
Building and other construction workers who have valid registration in Odisha. Construction Workers Welfare Board and other construction workers under the Construction Workers and Other Construction Workers (RE&CS) Act for at least one year are eligible for assistance under the ‘Nirman Sharmik Pucca Ghar Yojana’. This scheme is funded by the Odisha Building and Other Construction Workers Welfare Board (OB&OCWWB) and is implemented by the Panchayati Raj and the Drinking Water Department. The unit assistance and installment pattern is the same as for BPGY beneficiaries.

The monthly installment depends on the interest rate and repayment period. If the bank interest rate is 9% and the repayment period is 10 years, the monthly installments (EMI) are as follows.

Rural Housing Odisha Schemes Installment Pattern
The unit cost per house is Rs. 1,30,000/- for 18 IAP zones and Rs. 1,20,000/- for 12 non-IAP districts. In addition to the above financial assistance, the beneficiary is entitled to 90 and 95 days per person in non-IAP and IAP areas respectively as work items under MGNREGS. In addition, the beneficiary is also sanctioned INR 12,000 for constructing a toilet under the Swachha Bharat Mission.
